    Chief, Governance & Risk Management Branch, U.S. Immigration and Customs Enforcement (ICE)

    Nate Fontaine currently serves as the Governance & Risk Management Branch Chief for Immigration and Customs Enforcement within the Department of Homeland Security. In this role, Nate is responsible for setting the strategic vision and requirements for the agency's cyber defense mission. He is currently participating with DHS on the development of our Zero Trust Implementation Plan and is working with agency and vendor partners for the ICE roadmap and strategy. Prior to this role, Nate has served as the Acting Deputy Chief Information Security Officer for ICE, the Cyber Defense & Intelligence Branch Chief, and Security Assurance Branch Chief overseeing compliance activities. Nate holds a Master of Science in Information Systems Security and Bachelor of Science in Information Science.

    Chief Information Officer (CIO), U.S. Patent & Trademark Office (USPTO)

    Henry (Jamie) Holcombe serves as the Chief Information Officer (CIO) for the United States Patent and Trademark Office (USPTO). In this role, he is the principal advisor to the agency on the design, development, and management of its information systems and technology. Most recently, Mr. Holcombe served as the Chief Executive Officer of Visium Technologies, a cybersecurity startup, and Chief Operations Officer for TJ Westlake LLC, a service-disabled veteran-owned small business. Prior to these executive roles, he served as the Vice President and General Manager for Harris CapRock Critical Networks segment, providing managed security services supporting air traffic management, energy and maritime communications, ground network operations and sustainment, and high-value IT and engineering cyber services.  At Harris CapRock, Mr. Holcombe led the company’s Government Solutions line of business to deliver operational excellence and growth. Previously, he had served as Harris’ Vice President of Information Technology for Global Systems and Process, and as IT Services’ Director of Civil Programs and Commercial Accounts, as well as Client Executive to the U.S. Department of State. Mr. Holcombe has also served in a variety of executive level positions at various firms, including as Vice President of Information Systems for the Universal Service Administrative Company under the oversight of the Federal Communications Commission; as Chief Technology Officer, Senior Vice President of Operations, and Corporate Secretary for the Globix Corporation; and as Chief Information Officer of Cambrian Communications. LLC. He has also been an Architect and Senior Principal Consultant to companies in telecommunications, entertainment, and insurance. Mr. Holcombe began his career as an officer in the U.S. Army where he served as company commander of the 1116th Signal Battalion and was awarded both the Douglas MacArthur Leadership Award and Most Outstanding Officer of the Year in Hawaii. He graduated from the U.S. Military Academy at West Point with a Bachelor of Science degree, finishing first in his class in computer science. He earned a Master of Business Administration degree in information systems from Chaminade University in Honolulu, and a Master of Science degree in computer science from George Washington University.

    As NT Concepts’ Chief Technology Officer, Chris Powell supports the horizontal integration of geospatial, software and data analytics across our solutions to help our customers analyze, visualize, and understand their data. Chris previously served as our Director of Geospatial Programs, where he founded and evolved our geospatial business line to provide GIS solutions to a number of federal, state, and private sector clients. Chris manages key partnerships with NT Concepts’ technology vendors. Chris is passionate about the application of technology and science to create solutions that allow our customers to better analyze and understand the spatial, temporal and structural relationships of their data. He has developed and integrated geospatial solutions into a number of enterprise architectures across the Federal government and was instrumental in getting Google Earth fielded in several Intelligence Community organizations. He is an active member of the GEOINT community and serves as co-chair of the USGIF Emerging Technologies Subcommittee organizing events to identify and introduce new innovations to government and industry. Chris earned a Bachelor of Arts in Geography, a Cartographic Certificate, and a Master of Science in Geographic and Cartographic Sciences from George Mason University.

    Director of Enterprise Engineering and Governance (OE) and Senior Technologist, Defense Information Systems Agency (DISA)

    Mr. Raju Shah serves as the Senior Technologist and Director of Enterprise Engineering and Governance for the Defense Information Systems Agency. In this role, he is the principal advisor to the agency on Enterprise Engineering and Governance (OE). He leads OE in support of DISA operations with a focus on end-user experience through end-to-end engineering and disciplined governance across the agency. Prior to his current role, Mr. Shah was the Deputy Director and Program Manager of the DISA National Background Investigation Services. He also served as the civilian deputy for DISA’s Services Directorate and was responsible for optimal and rapid delivery solutions for mission-critical enterprise and tactical systems across the warfighter, business, and intelligence mission areas leveraging the enterprise user vision including converting the data centers into a line of business ecosystems. Through his guidance, Mr. Shah received 2021 Directorate of the Year, as he helped form and maintain partnerships with policy and congressional staffs, and efficiently utilized resources meeting or exceeding agency objectives. Before joining DISA, Mr. Shah was the Deputy Chief Information Officer with the U.S. Department of Agriculture’s (USDA) Food Safety and Inspection Service’s (FSS), where he received the 2019 Service to the Citizen Champion of Change award. During his time at the USDA, Mr. Shah served as the Acting CIO - Senior Leadership Advisor and Data Scientist. Mr. Shah began his federal career with NASA, where he served as the Chief of the Information and Applications Office, where he maintained oversite over NASA’s information management, applications, scientific computing, and visualization portfolios. He was later selected as a Deputy Chief Information Officer in February 2015 and went on to receive NASA's prestigious Silver Achievement medal. Mr. Shah also worked in the academic realm as the Director of Information Technology at the University of Maryland College Park, where he led a variety of projects including IT consolidation initiatives, business continuity, VoIP installations, high-performance computing/research computing, and the development of IT governance standards. Mr. Shah holds Master of Science in Information Systems and Bachelor of Science in Computer Science degrees.

He has successful Business Development and Capture experience with three multi-billion dollar Defense Companies; Northrop Grumman, Engility and Alion Science and Technology. Prior to SkyePoint Decisions, Frank was the Chief Growth Officer at Axiologic Solutions where he was responsible for managing new business growth for the company and directed the growth the IT Services and Systems Engineering small business from $6.5M to $52M annual revenue in 2.5 years. Prior to working at Axiologic, he was a Vice President of Business Development at Alion Science and Technology where he was responsible for new business growth in Army and Marine Corps Training, Modeling and Simulation, and Training Systems Modernization. Before Alion Science and Technology, he worked for Engility Corporation and at Northrop Grumman Corporation in both Business Development and Program Management roles. Additionally, Frank’s experience includes 21 years of active service as an infantry officer in the U.S. Army that included assignments in Germany, Fort Bragg, West Point, Fort Campbell, Iraq, Fort Polk, Afghanistan, and the Pentagon. Frank was recognized as a top performer throughout his military career with numerous awards including two Bronze Star Medals, the Combat Infantryman’s Badge, the Ranger Tab, and Senior Parachutist Wings. Frank is a graduate of the United States Military Academy where he earned a B.S. in Mechanical Engineering. He earned an M.S. in Engineering Management from the University of Central Florida. He also is a PMI certified Project Management Professional (PMP).

    Deepinder Uppal is the Chief Innovation & Technology Officer, Public Sector at TIBCO Software. Working alongside public sector clients, Deepinder collaborates across industry to ensure the successful creation, integration, and deployment of next-generation data architecture. Prior to his current role, Deepinder Singh Uppal held several positions across the public sector including Assistant Division Director for the Criminal Justice Information Center (CJIC), and a Chief Data Steward for the State of Michigan. During this role, Deepinder conceptualized, co-designed, and co-led project teams to implement the first integrated, hybrid environment for the State’s large-scale data integration initiative. Additionally, he has innovated on numerous State and Federal projects to provide legislative insight into Data Governance, IoT: Smart City Initiatives, and the application of Artificial Intelligence to State and Federal Threat Analytics portfolios.
